SANTIAGO (Reuters) ? A Chilean teenager died early on Friday a day after being shot following massive protests in the capital against President Sebastian Pinera, police said, the first fatality in months of social unrest.
Police identified the youth as 14-year-old Manuel Gutierrez. Local media said he was shot in the chest near a security barricade as protesters battled police overnight in Santiago, in the aftermath of a 48-hour strike against unpopular Pinera marked by violent clashes and sporadic looting.
Local radio said witnesses blamed police for firing the shots during the incident in a pocket of night-time unrest in a modest neighborhood in the south of the capital. Police denied officers were to blame, saying they had not used fire arms.
"The death of any citizen is a very serious situation," said Rodrigo Ubilla, undersecretary at the Interior Ministry. "We should all be sad today because we have not been able to move forward peacefully."
"The solutions to big problems in this country do not lie in throwing stones, bombs and attacking people; the solution lies in talking," he added. Ubilla put the youth's age at 16.
Led by students demanding free education, hundreds of thousands of people have taken to the streets in recent months to call for greater distribution of the income of a copper price boom in the world's top producer of the metal.
On Thursday, youths blocked roads, threw rocks and set fire to piles of trash at intersections in Santiago and other cities to block traffic. Police used water cannon and tear gas to defuse the latest social unrest against conservative billionaire Pinera's policies.
While Latin America's model economy is seen expanding 6.6 percent this year and is an investor magnet thanks to prudent fiscal and monetary policies, many ordinary Chileans feel they are not sharing in the economic miracle.
Investors, long used to economic stability, are weighing risk, although markets have taken the protests in stride.
LAME DUCK?
Pinera is not likely to be ousted, despite the social upheaval, but some see him as a lame duck less than half way into his term. The slump in Pinera's support is seen hindering him in Congress, and delaying passage of capital market reforms aimed at turning Chile into a financial hub to rival Brazil.
Even a major cabinet reshuffle last month, the second since Pinera took power in March 2010, has failed to quell unrest, and the youth's death could stoke protest violence and raise the specter of more cabinet changes.
"The scenario is very unpredictable," said Claudio Fuentes, director of social sciences at Universidad Diego Portales in Santiago. "There could be new ministerial changes," he added, expecting the government to hold off pending opinion polls.
The government said more than 1,300 people have been detained since Wednesday and several police officers were badly wounded -- two of them shot -- as violence flared when dozens of shops and supermarkets were looted and buses damaged.
Organizers said around 600,000 people joined Thursday's protest across Chile. Reuters reporters estimated crowds in the capital alone at around 200,000 people.
Operations at some of the world's biggest copper mines were not affected by the protests, which also seek to pressure the government into raising wages and revamping the constitution and tax system.
Previous governments have faced one-day national strikes but this was the first 48-hour stoppage since the 1973-1990 Augusto Pinochet dictatorship. A recent poll showed Pinera as the least popular president since Pinochet's rule.
The unrest has been a lightning rod for wider protests from environmentalists to copper miners
Workers at some of the world's biggest copper mines have staged strikes of their own to demand a bigger share of windfall copper profits. Workers at BHP Billiton's Escondida, the world's No.1 copper mine, halted a two-week strike earlier this month that stoked global supply fears.

RIVERSIDE, Calif. Alan McHughen, a public sector educator, scientist and consumer advocate at the University of California, Riverside, has been chosen by the U.S. Department of State and the National Academy of Sciences to receive a 2011-2012 Jefferson Science Fellowship. McHughen is one of only thirteen persons selected for the fellowships this year.
Successful applicants undergo a rigorous selection process, are highly accomplished in fields of science and engineering relevant to the State Department, and are ready to engage in foreign policy issues.
As a fellow, McHughen, a cooperative extension plant biotechnologist in UC Riverside's Department of Botany and Plant Sciences, will spend a year in Washington, D.C., during which he will advise State Department officials on issues of science and technology. Soon, McHughen will be assigned to one of the offices or bureaus within State Department or U.S. Agency for International Development (USAID), where he will provide scientific analyses and advice to help inform public policy.
"I am honored to be awarded a Jefferson Science Fellowship," McHughen said. "Science is increasingly the basis of important public policy issues. Even today, my newspaper has stories on climate change, the proposed oil pipeline, food safety, human genomics, vaccines and health, all of which have scientific underpinnings. But there's controversy and scientific misunderstanding surrounding all of these issues. With these technical issues, good public policy requires accurate information and understanding of the scientific foundations."
McHughen noted that the State Department has neither many scientists in house nor a good channel to expert scientific authorities outside. The Jefferson Science Fellowship program, he said, is designed to create a cadre of such senior technical experts from the academic community to serve as a technical resource, full time in Washington D.C. for one year, then as needed subsequently.
After earning his doctorate at Oxford University, McHughen worked at Yale University and the University of Saskatchewan before joining UCR. A molecular geneticist with an interest in crop improvement and environmental sustainability, he helped develop U.S. and Canadian regulations covering genetically engineered crops and foods. He served on recent U.S. National Academy of Sciences panels investigating the environmental effects of transgenic plants, and a second investigating the health effects of genetically modified foods. He served as the president and treasurer of the International Society for Biosafety Research.
Having developed internationally approved commercial crop varieties using both conventional breeding and genetic engineering techniques, he has firsthand experience with the relevant issues from both sides of the regulatory process. As an educator and consumer advocate, he helps non-scientists understand the environmental and health impacts of both modern and traditional methods of food production.
His award winning book, "Pandora's Picnic Basket; The Potential and Hazards of Genetically Modified Foods" (Oxford University Press, 2000), uses understandable, consumer-friendly language to explode the myths and explore the genuine risks of genetic modification technology.
He is the recipient of many awards and honors, including being named a fellow of both the American Association for the Advancement of Science and the American College of Nutrition. He received the Distinguished Lecturer Award from the U.S. Environmental Protection Agency in 2001 and a Certificate of Merit from the U.S. Department of Agriculture in 2006. He is included in Who's Who in America; and in Canada. A recipient of the Book of the Year Award, 2000, from the Canadian Science Writers Association, McHughen is a recipient of the Robert Anderson Fellowship in Biochemistry from Yale University and a research fellowship from the Royal Commission for the Exhibition of 1851.
The Jefferson Science Fellowship program is administered by the National Academies and supported through a partnership between the U.S. academic community, professional scientific societies, the U.S. Department of State and USAID. Fellows are U.S. citizens and tenured academic scientists and engineers from institutions of higher learning in the country.
Each fellow receives a stipend from the U.S. Department of State for living expenses for a full year; additional funding is available to each fellow for travel associated with his/her assignment. In addition, fellows continue receiving salaries and benefits from their home institutions. After the fellows return to their institutions, they remain available as consultants to the State Department for an additional five years.
Named after Thomas Jefferson, the fellowship program is in its eighth year.
McHughen already has begun his tenure as a Jefferson Science Fellow and is currently in Washington D.C. He is the third Jefferson Science Fellow at UCR. In 2004, toxicologist David Eastmond, currently the chair of the Department of Cell Biology and Neuroscience, received the fellowship. In 2010, entomologist Thomas Miller received the fellowship.

STATESVILLE, N.C. ? NASCAR points leader Kyle Busch lost his driver's license for 45 days on Tuesday for driving 128 mph on a road close to a day-care center and church in a nearly $400,000 car. His lawyer said his client was not treated "like any other citizen."
Busch, who doesn't need a license to compete in NASCAR, also was fined $1,000, sentenced to 30 hours of community service and put on one year of unsupervised probation. He pleaded guilty to speeding and no contest to reckless and careless driving in North Carolina District Court in Iredell County.
Busch addressed the court before his sentencing by District Court Judge H. Thomas Church, apologizing again for driving 128 mph in a 45 mph zone in a bright yellow 2012 Lexus on May 24.
"I think you'll be different in the future," Church said.
"I sure will, your honor," Busch replied.
Busch and his wife, Samantha, were in the car when he was pulled over on a two-lane road in an area near a subdivision, a day-care center and a church. The hand-built LFA sports car was on loan to Busch from Lexus for a 24-hour test drive.
Busch attorney Cliff Homesley argued that his client wasn't being treated the same as other people in similar circumstances, citing a July case of a 21-year-old convicted felon who was caught doing 128 mph and received a $300 fine and no loss of license.
"In 25 years of practicing law I've never seen someone not being offered better than this," Homesley argued before the court. "All I am asking is to treat Kyle Busch like any other citizen that appears before the court."
Homesley, calling Busch one of the best drivers in the world, said: "He had full control of that vehicle at all times.
"That automobile in his hands was like a scalpel in the hands of a surgeon. Not a knife in the hands of a 5-year-old."
Busch is coming off his Sprint Cup series-best fourth victory at Michigan on Sunday, and he holds a 10-point lead over five-time defending NASCAR champion Jimmie Johnson in the standings. His next scheduled race is Wednesday's Trucks Series event at Bristol, where he's won the last five races spanning NASCAR's top three national series.
"This is closure. That certainly was what we were looking for in this case," Busch said outside the court. "We've had a lot of people stand behind me and we've gone through this is as diligent as we could, as respectful as we could, and that's why I am here today in person to do it myself and to accept responsibility for my actions.
"Today's done. We move on to tomorrow and try to go win a truck race at Bristol."
Busch spoke only briefly outside court, where a hot dog vendor was set up roughly 100 feet away offering the "128 mph special." Busch headed in opposite direction of the stand as he left with his attorney.
In court, Homesley admitted Busch passed three different patrol cars following one another as the deputies headed to lunch. The first clocked him at 128 mph, the second clocked him at 79 and the third at 59 ? numbers that proved Busch was in control of the car and able to slow it down quickly.
Busch did tell the deputy who pulled him over the Lexus was "just a toy," a remark he backed away from while apologizing for the incident in in a media session two days later.
"I'm certainly sorry that it happened," he said. "It wasn't a toy, it's a high-performance vehicle. It should be driven with caution. Obviously, I didn't have caution and I had a lack of judgment.
"There's probably reason why on the TV commercials that they always show at the bottom, `Professional driver, closed course.' Mine was not that. Again, I apologize sincerely. All I can do is make sure it doesn't happen again."
Busch will do his community service with the teen safe-driving program B.R.A.K.E.S., which was developed by drag racer Doug Herbert.
Herbert's two sons were killed in a 2008 accident attributed to speeding, and the drag racer established the "Be Responsible And Keep Everyone Safe" program to teach teenagers safety behind the wheel.
Busch agreed to sponsor 300 students in the program, as well as participate in some of the sessions. He'll have to do at least 30 hours as part of his sentence.

MILWAUKEE ? Democrat Russ Feingold says he's not running for office in 2012.
The former senator has taken himself out of the running for U.S. Senate and a bid for governor should Democrats launch a recall against Republican Gov. Scott Walker.
Feingold sent an e-mail to supporters Friday that said he wanted to devote his time to teaching at Marquette Law School, leading the political committee he founded and finishing a book he's writing on the U.S. response to the Sept. 11 attacks.
Feingold says he may seek elective office again someday, but not next year.
He was defeated in 2010 in his run for a fourth term in the Senate. Some Democrats considered him a leading candidate should Walker be recalled.
As you read every word of this article you will be amased at what you will uncover. Meditation is an exercise that is full of benefits to your health. Enjoy to the next three minutes while you are exposed to just three of these benefits. The benefits I will reveal are lowered blood pressure, a reversal of the aging process, and a reduced need for medical care.
High blood pressure is a grave problem in the West so discovering an efficient and unharmful solution to this issue would be quite attractive. Some research has looked at the effects of meditation on blood pressure. The first experiment looked at a group of elderly (average age about 66) that lived in an inner city community. The control group was treated with what is most accepted as the best method for producing physiological relaxation. A group of people with moderately high blood pressure levels were randomly assigned to either meditate, use Progressive Muscle Relaxation, or usual care. Over a three month period, systolic and diastolic blood pressure dropped by 10.6 and 5.9 mm Hg, respectively, in the group practicing meditation, and 4.0 and 2.1 mm Hg in the PMR group, and seemingly no change in the group with usual care. At Harvard they did a similar study amongst the elderly and found blood pressure changes to be similar and seemingly caused by meditation over three months (11 mm HG for systolic blood pressure.
The reversal in the aging process is very appealing considering how many products are on the market for helping to stay young. Meditation could possibly be one of these products. The method for measuring a biological age looks at the person's physiology. The group of people who had practiced meditation for a long time (more than five years) turned out to have a physiological age of twelve years younger than their chronological age when blood pressure was measures and they had better near-point version of auditory discrimination. People having practiced meditation for just a short while were physiologically five years younger than their chronological age. The study did, however, control for the effects of exercise and diet.
Insurance companies will be taking a bigger interest in this in the future if it means a reduced need for medical care. Research into the health insurance statistics for more than 2000 people who had been practicing meditation over a five year period they discovered that the group actually had a decrease by half the hospitalisations that was found amongst other groups with the same sort of age, gender, profession and insurance terms. The gap between the meditation practicers and the non practicing rose in the older-age bracket. Adding to all this it appears that people who meditate regularly had fewer incidents of illness in 17 specific categories, these included 87% less hospitalisations for heart disease and 55% less for cancer. The meditation group had consistently more that 50% fewer doctor visits than did the other groups.
Meditation seems more than a doubt to have great benefits on health. Meditation is the way the body heals itself and it is very easy to do.

While testing a new drug designed to treat chronic leukemia, researchers at Cleveland Clinic discovered new markers that could identify which patients would receive maximum benefit from the treatment.
This information was released in the online edition of Blood, a weekly medical journal published by the American Society of Hematology.
Chronic lymphocytic leukemia (CLL), a cancer of the white blood cells that is incurable with standard treatment, is the most common type of leukemia in the Western Hemisphere. Conventional chemotherapy is effective at controlling CLL for many years, but the disease always relapses. CLL is characterized by an uncontrolled cell growth and division due to a defect in a process called programmed cell death, or apoptosis. A group of proteins called the Bcl-2 family is responsible for this defect.
Alex Almasan, Ph.D., a researcher in the Lerner Research Institute (LRI) of Cleveland Clinic ? in close collaboration with other researchers in both LRI and the Taussig Cancer Institute of Cleveland Clinic ? collected blood samples from patients with CLL and tested the ability of a new drug to kill the cancerous cells. The drug, Navitoclax, is already in early stage clinical testing for patients with CLL. Navitoclax appears to be effective for some patients, and until this research study, there had been no clear way to predict who will respond to its effects.
In addition, these studies can be informative to the currently ongoing clinical trials with Navitoclax in other hematologic malignancies or solid tumors.
"Follow-up studies on patients that have been treated with Navitoclax, particularly those that are poor responders, could determine whether the Bcl-2 family genes examined in this study may also be important for development of resistance to this agent," said Almasan.
