WASHINGTON (AP) ? Welfare is causing a ruckus in the presidential campaign.
But it's not the same program that Ronald Reagan took on in the 1970's, complaining about "welfare queens." Nowadays government cash assistance to the poor is mainly tied to work.
The Obama administration waivers that Mitt Romney says will gut welfare reform are unlikely to reverse that basic policy. That's recognized even by some architects of the 1996 welfare reform law.
Ron Haskins, a former senior GOP aide who helped write the legislation, says waivers can give states some flexibility in administering the program. But Haskins says the administration should have consulted Republicans and gotten their approval before rolling out the proposal.
The Obama administration says it does not want to waive work requirements but instead mainly federal administrative rules.

The CumberlandTimesNews in Cumberland, Maryland says Allegany County Commissioners will consider a proposed change in the county?s sprinkler law that will delay the stricter regulations until the state adoption of the International Residential Code (IRC) takes effect in 2015. Currently, all multi-family dwellings are required to have sprinklers, but the new law requires all town homes and one-and two-family homes, including manufactured and modular homes, to have sprinkler systems. County commissioners say the systems cost $3,000 plus, and will drive new home buyers and builders to surrounding states that do not require sprinklers. ?I am for safety, but I think this whole thing stinks ? this is a personal preference we lost,? Commissioner Creade Brodie Jr. has said. As MHProNews reported, last year the Pennsylvania Legislature repealed a sprinkler mandate.

Melissa Pelaez was visiting Panama to do research on yellowfin tuna for her master's degree in aquaculture, the cultivation or farming of fish. One fine morning she and her University of Miami classmates set out from the Achotines Laboratory to catch adult tuna, which they planned to bring back to the station from the Pacific Ocean to breed.
But the fish weren't biting very well that morning, July 13, and after several hours Pelaez had caught only two bonitos, unappetizing baitfish. She was discouraged, hungry and lost in thought when she heard the ship's captain yell "?Ballena!," Spanish for "whale." Far to her left there were splashes of water ? and two humpback whales.
"I jumped to my feet, fumbling for my camera, with a burst of excitement replacing the hunger I had just felt," she wrote in a post about her trip.

It was the first time she'd ever seen whales of any kind in the wild, she later told OurAmazingPlanet.
Even though it was time to return to shore, the group followed the whales and eventually drew near. The whales began to surface and one of them suddenly leapt out of the water, or breached, which Pelaez managed to capture with her camera.?
"I had hoped to see dolphins at some point during the morning, but a whale ? especially two humpback whales ? was more than a privilege, it was a blessing from the sea," she said.?
Pelaez plans to use her degree to go into aquaculture production and raise saltwater fish for food.
Populations of humpback whales (Megaptera novaeangliae) were seriously depleted by commercial whaling but have been protected in most areas for the last 50 years, and most populations are growing.
